Jean-François Vilotte

Jean-François Vilotte, former senior public servant, has experience in areas as diverse as major projects under public ownership, public procurement, regulatory law, in particular gambling and the Internet, sports and new technologies. In this respect, he is particularly interested in the conditions of data protection and exploitation.

He is now putting his administrative and operational experience at the service of his activities as a lawyer.

He graduated in public law from Paris-I University, has been appointed élève administrateur (administrator) of the city of Paris and attended the Ecole Nationale d’Administration (national French Administration School).

He spent part of his career in the prefecture and in the administration of the City of Paris, in the Architecture Department, then as Deputy Director of the Mayor’s Office and Director General for the development of economic activity and employment in the City of Paris.

He then assumed the position of Chief of Staff for Jean-François Lamour first at the Ministry of Sports and then at the Ministry for Youth, Sports and Community Life (2002 – 2006).

In 2007, he was appointed Executive Director of the French Tennis Federation, a position he has returned to between 2019 and 2021 prior to joining again De Gaulle Fleurance & Associés as a Partner. He then became Chairman of the Mission to Promote the ARJEL (French Online Gambling Regulatory Authority) before being appointed President in 2010.

Head of the French delegation to the drafting committee of the international convention of the Council of Europe against the manipulation of sport, he was elected Vice President and has also led, as an international expert, missions to evaluate public policies in the fight against doping in various countries, at the request of UNESCO.

He acts as counsel and litigator in public law, public procurement law, regulatory law and sports law.
