Anne Maréchal is a partner at De Gaulle Fleurance, bringing over 30 years of experience in financial markets law, mergers and acquisitions, and asset management. She has held high-level positions in public institutions, such as the Ministry of Economy and Finance and the Autorité des Marchés Financiers (AMF), as well as in leading French and international law firms.
As the Director of Legal Affairs at the AMF for eight years and a member of its executive committee, Anne played a pivotal role in actively participating in the development of the regulatory framework for cryptoassets introduced under the French Pacte Act. This innovative framework directly inspired the European MiCA regulation. Recently, the AMF received recognition from the International Association for Trusted Blockchain Applications (INATBA) for its Most Innovative Approach to Regulation of Digital Assets, celebrating its commitment to building a secure and forward-looking digital ecosystem—a regulation in which Anne was instrumental.
Her comprehensive expertise in both traditional financial law and emerging blockchain regulations enables her to assist clients with the growing challenges of blockchain technologies, particularly in finance and decentralized finance (DeFi). Anne regularly advises French and international companies, startups, and financial institutions on securing licenses and authorizations from financial regulators, ensuring the strategic development of crypto-asset services and regulatory compliance for tokenization projects.
A graduate of the École Nationale d’Administration (ENA), Anne also holds a master’s degree in private law from Lyon III University and a postgraduate degree (DEA) in European and Community law from Paris I Sorbonne.
