CAISSE D’EPARGNE CEPAC, advised by De Gaulle Fleurance, is providing €8.7 million in bank financing for “Notre Énergie Vitrolles”.

Deals 9 February 2026

CAISSE D’EPARGNE CEPAC , advised by De Gaulle Fleurance, has supported SerenySun and Watteos in financing the “Notre Énergie Vitrolles” energy community, led by the City of Vitrolles with the support of the South Region.

Developed by the consortium formed by SerenySun and Watteos, under a concession agreement signed with the City of Vitrolles, the Notre Énergie Vitrolles project represents a capacity of 6MWp and an estimated annual production of nearly 8GWh of renewable electricity, equivalent to the electricity consumption of 4,000 inhabitants.

Caisse d’Épargne CEPAC is arranging the structuring and implementation of €8.7 million in project financing. De Gaulle Fleurance, acting as lender advisor and as part of a preliminary legal audit phase for the consortium, assisted Caisse d’Epargne CEPAC.

In addition, this exemplary project has been selected by the South Region as part of its Solar Plan. Notre Énergie Vitrolles benefits from two financing schemes, for a total amount of more than €800,000:

– “Paré pour le solaire” (Ready for Solar), dedicated to the renovation of roofs prior to the installation of photovoltaic power plants;

– “AMO Opéra,” which supports the creation, establishment, and development of self-consumption energy communities.

Notre Énergie Vitrolles is a step forward in the region’s energy sovereignty ambitions and demonstrates the ability of local actors to create self-consumption projects (individual and collective) that inspire other communities.

These self-consumption loops will supply around 50 municipal sites in the city of Vitrolles with green energy at a controlled rate, as well as businesses, shops, and residents who wish to participate.

“The Notre Énergie Vitrolles project demonstrates how local authorities can commit to energy resilience in their area by installing solar panels on their land and involving businesses and local residents in this inclusive, courageous, and relevant initiative for all stakeholders in the area. The concession model andfinancial support from CEPAC enable us to achieve the project’s ambition of having a strong local impact while preserving the municipality’s finances,” explains Donald François, founder of SerenySun.

With our comprehensive approach to energy development, we are confirming our commitment to being the key partner for local authorities in their energy transition. Notre Énergie Vitrolles paves the way for a unique, sustainable, competitive, and inclusive economic model that brings together local authorities, individuals, and businesses,” adds Albin Garrigue, CEO of Watteos.

“CEPAC is proud to contribute to the development of Notre Énergie Vitrolles. Financing the rollout of self-consumption initiatives means continuing and reaffirming our commitment to supporting the energy transition in our regions, a key focus of our 2030 strategic plan to move forward together toward a more responsible future,” says Jérémy Estrader, Deputy CEO of Caisse d’Epargne CEPAC.

The Notre Énergie Vitrolles project fully illustrates the potential of self-consumption and solar photovoltaics for local communities. By combining local renewable energy production, optimization of built heritage, and economic benefits for local authorities, local stakeholders, and residents, this operation makes a concrete contribution to the energy transition and energy sovereignty of local communities,” emphasize Sylvie Perrin, partner, and Anne Kuhanathan, senior manager, at De Gaulle Fleurance.
