Issakha has developed specific expertise in public procurement (public contracts, PPPs), particularly in West and Central Africa, while working for large law firms. He works with both public decision-makers (drafting texts, developing guides and standard documents, training, project support, etc.) and economic operators (contract negotiations, project structuring, contract monitoring, training, litigation).

Issakha NDIAYE has published several books on PPP and public procurement law and he provides regularly in Africa high-level training courses on public procurement.

His in-depth knowledge of the legal and institutional context of the African countries in which he works is an asset for public sector actors and private investors also.
