Philippe Blaquier Cirelli, Honorary Member of the Paris Bar, practised for more than thirty years in French and Anglo-Saxon law firms in Paris, first as an associate and later as a partner, from 1991 to 2015.

He then served as Special Adviser to the President of the Togolese Republic, in charge of legal and institutional affairs. In this capacity, he contributed to the drafting of numerous legislative and regulatory instruments, at both community and national level, in business law and more particularly in relation to investment law, public-private partnerships (PPPs) and public procurement. He also advised the State on investment projects in the mining, energy, healthcare and tourism sectors.

Philippe Blaquier Cirelli has extensive experience handling major matters in West Africa, acting in both litigation and advisory work for governments and domestic and international investors operating on the African continent, particularly on natural resources and infrastructure projects.

Philippe Blaquier Cirelli holds a postgraduate degree (DEA) in Private Law (Lille II University of Law and Health, 1983), a postgraduate degree (DEA) in Private International Law and International Trade Law (Université Paris I Panthéon-Sorbonne, 1984), and is a graduate of The Hague Academy of International Law (1985 session). A member of the Centre d’Études et de Prospective Stratégique, Philippe Blaquier Cirelli is also a former auditor of the IHEDN (Institute for Advanced Studies in National Defence), the INHESJ (National Institute for Advanced Studies in Security and Justice) and the CHEDE (Institute for Advanced Studies in Economic Development).
