Frédéric Destal specializes in public economic law. He is involved in all aspects of administrative law, including regulatory issues for public authorities and legislative assemblies, as well as administrative litigation.
Frédéric regularly works for local authorities, particularly in the French overseas territories. He also advises and litigates on all issues falling within the scope of administrative action, and is regularly involved in public order law.
Today, his work allows him to have a global vision of administrative action, and enables him to manage large-scale regional development and restructuring operations. He is also involved in numerous public infrastructure and development projects.
He is a graduate of the polytechnic Institut of Paris in Public Service (1989), the University of law in Paris II Assas (1990), the University of Panthéon-Assas (Diploma of Higher Specialist Studies in Defense called DESS-1991), the Foreign Languages Institut of Paris and the Forensic Medecine Institut of Paris in Health and Economics. De Gaulle Fleurance & Associés has a solid practice that serves a number of French governmental ministries, regions and public financial bodies, as well as private operators. The firm has proven public procurement expertise that includes contracts negotiation and related performance issues and handles key work in that area in the construction, telecoms and transport infrastructure sector. The team is highly involved alongside French overseas territories entities (Guadeloupe, Mayotte, Guyane), which it assists with various public infrastructure projects, and also handles a mix of financial and public contract work in relation to the 2024 Paris Olympics. The team also provides regulatory guidance, notably in relation to the granting of public subsidies. Agnès Macaire and Frédéric Destal are the practice co-heads.
